Switch between two internet connections for Linus machine - algorithmically

Hi,

I need help to connect two internet connections (via USB tethering from two 4G phones) to my Raspberry Pi 4.

Essentially, I want someone to guide me to do the three following things (1) write a script/code that allows me to use either of them based on some criteria (2) use both of them simultaneously for load balancing (3) show me where to install anything or what to change.

I want guidance from someone who has done it before for the Rasberry Pi or for another Linus-based system.

Essentially, I need you to tell me what to do (remotely of course) and if necessary, give me any code that is needed.

The remuneration can be based on up to 5 hours consultation.
