Need a Magento 2 dev to add field to Checkout page

Acceptance criteria:
1) New text field needs to be shown on the Payment step of the Checkout page
2) The field needs to be pre-populated with a custom value
2a. The default value must be set on a PHP file, not on the template
2b. We'll use a custom functionality for this, so you can just hard-code "Test" as the default value for now
3) Finally, the value needs to be saved as an Order comment. Use the out-of-the-box functionality of M2 that allows to add comments to Orders from the Admin
Notes:
- We don't have a repository yet. You can just work on a clean Magento 2 and then send us the extension.
