Simple Powershell Scripting O365/Exchange/Skype Automation

I need to automate some user provisioning, licensing, and some Skype for Business Online Settings. I have finished the provisioning and licensing, but am looking to optimize and check it. I am having issues applying a global policy on Skype For Business that'd block video calls and conference recording . I am able to apply it to a single user, but I need to be able to apply it to everyone in the company and then apply it to new users who are provisioned using a CSV.
I work for a consulting firm that specializes in Office 365 migrations and automation. I have been involved in the Windows Server world for 10 years and Azure for five years. I am looking for someone who can assist in some provisioning and automation scripts for Exchange Online and Skype for Business (possibly a few Sharepoint projects as well). This would be ongoing work and probably relatively easy scripts from your end .
