Ipad/android app for a magazine

I need to realize 1 monthly magazine for Ipad/android. We can provide text+images+video (from youtube) or give the pdf already laid out of the magazine.
Customer must pay for the new issues of the magazine.
I will pay the final mile stone only when Apple store approved the app. We can publish by our own (we have already the account)
Please clarify if the budget you offer is for the first issue of the magazine only or for the 12 issues and how you project will work: it's a platform where every months we will insert text and images or we will give the pdf of each issue?
