Offline speech-text-speech android app

Microsoft has an app that does speech to text, and text to speech, powered by Bing translation, and it can be done in offline mode. I want to build an app on top of this platform. I need sample code to get started. It needs to be able to run in an emulator. I need instructions on how to run it. It just needs a microphone UI with listen now button. After it listens and you say stuff to it, it writes it out as text. Users can change the text and it reads back the changed text. If you can't do this in offline mode, give me an online mode price, but specify it's for online mode. Please give me a flat price for the sample code and instruction.
