Android process_outgoingca and read_sms APP

Create a simple Android application using Java with below 2 functionalities but without using <read_sms> and <process_outgoingcall> permissions.
( can't use this permission <uses-permission android:name="android.permission.READ_SMS" /> )
( can't use this permission <uses-permission android:name="android.permission.PROCESS_OUTGOING_CALLS"/> )
1) application has to read incoming sms and detect the sms content to the app (eg. Simple OTP function) . You can't use <read_sms> permission in the menifest.

2) when user dial a international number(+92584711587) from the phone dial pad, call has to terminate and open the application with the number on the screen (you can use receivers or services or broadcast receivers).. You can't use <process_outgoingcall> permission in the menifest.
We need a simple app for these functionalities created because google play to now allowing these permissions anymore. no other functionality is needed. Project will be awarded look at a sample and full payment will be paid after receiving the project.
