Build a voice recording app

Need help to build a voice recording app. The goal of the app is to allow the user to save short conversations, between two parties.
The application must
1) Allow the user to log in / out
2) Save the user data into a database (Parse for example)
3) Allow the user to add data associated with the recordings (i.e. select a recording and enter a text note)
4) *IMPORTANT* Must allow the user to either press to record, or press auto record - which will record if there is sound present, and not if there is none.
5) be in iOS and android
