Debug and add persistence layer to an existing Ionic mobile chat/communication app

I have an existing chat app built using the Ionic Framework. The server side code is written in Node.JS and using CouchDB. I need 2 things done:
1. When the app user is in group chat. 1-1 notifications are not being received.
2. When the app user closes the app, push notifications stop sending and user gets taken offline. The users need to always be able to receive messages.
A word document is attached for further instructions. APK can be provided to test app.
