Make a Phonegap App for me

The application is will require chat, some scheduling and the ability to purchase services. I already have the majority of HTML mobile pages designed and styled. I also have a webapi for the backend. I need someone who is good with Javascript and to perform validation on the forms and to call the rest service to get and put data. This person must also know how to use phonegap to take pictures on Android and iOS so the user can upload a profile picture.
