Need expert to fix/finish drawing App. The App need work with background image.

Need to split background image up into smaller manageable chunks / blocks of sizes and only download and show the parts that are currently being used. So the background can be as big as you like and you have much zoom in/out. The App need better drawing performance. Other stuff is just minor that need to be fixed.

I am only looking for high skilled developer who have some experience with this stuff, this App have to have similar features like Google Earth/Maps when you zoom in/out and scroll around background and view drawings.
