I have experience in moving functional excel to web apps. I think I can develop a working map with minimal design in 2 days if given the excel. I would develop it with Django web framework. But the price is outside of hosting which usually cost monthly or if you would run it locally, hosting would be free. I have 1 year+ of experience in software development.
