Unix sys admin to optimize conf files

Right now I am getting errors in my log and the server has been often giving 503 errors

The processes are not being killed and they build up and maxclients limit is reached. I raised

the maxclients but it just seems to help but there is still a problem

[Mon Jul 28 17:46:57 2014] [warn] mod_fcgid: process 2804 graceful kill fail, sending SIGKILL

[Wed Jul 30 10:16:21 2014] [error] server reached MaxClients setting, consider raising the MaxClients setting

I want the APACHE, PHP, FCGI, and MYSQL conf files to be optimized to their peak. My server is a quad core

and I have enough RAM.

I am not looking for a quick 15 minute project but someone who is experienced and will optimize the config files

in unix
