IronPython Code needed

I need some code written in ironpython to change values on an excel sheet The code should take the input cells, manipulate the data and put it in output cells. Data manipulation example would be taking 3 city names from 3 cells and outputting it into 1 cell (with a 7-second delay on when the next value appears) Rules are in the attached excel sheet.
