Custom cron, php, tweeter -- 2

I am looking for freelancer to build a php script which in timely manner looks at the database table and when new row is added builds a twitter with specifics requirement add publish tweet on twitter account. Once the tweet is publish script flags the row in the database so that its not tweeted again ...
