Build Virtual Office for Lawyer in USA

I'm a solo attorney, and I want to move my practice completely online.
I need someone to build me a virtual office, and I don't know much about programming. I know what I want, and I understand the technologies involved, but I don't know enough to implement my ideas.
Here are the functionalities I need:
I need a secure place where clients can self-register themselves.
I need the system to make sure that the zip code they provide is in the state of New York. (I get in trouble if I practice outside the state.)
I need the system to display an agreement that the client MUST read and accept before registering.
I need a place, kind of like a Facebook wall, where all communication between us is shown. For ethics reasons, this can be the ONLY place where we exchange information.
I need a secure place for uploading and downloading files.
I need a payment module. PayPal integration would work.
