This will be a web based application to be used by a Waste Management agency. The data will be stored in a Microsoft Access (2003) Database and the reports will be generated to a Microsoft Excel (2003) spreadsheet. The code shall be written using a combination of Visual Basic, HTML and JavaScript. The data will be stored on a Microsoft Access (2003) database which will be rationalised to the 3rd Normal Form.
The purpose of the application is to allow outside contractors upload their collection data onto the database. The enduser will then be able to generate reports derived from this information by populating the data into predetermined cells on an Excel Spreadsheet template. The template will have the calculations already built in and therefore dumping the data into the correct cells will generate the graphs and reporting information that is required by the business.
There will also be notification messages required along with change logging and sequrity requirements. These requirements are detailed further in the specification.
## Deliverables
The full technical specification is described on the attached word document. I will be supporting this application so all code must be commented througly.
Within the technical document there are some screen shots of the existing desktop application and also some screen shots from excel. These are intended to give a guide of how the page should look.
On the technical document there is also some screen shots of the final reports. The coder doesn't need to be worried about these graphs. All the coder needs to do is populate the data in the correct field on the template. This will generate the graphs automatically within Excel. I would advise the coder to work on the other functionality of the application and leave this functionality to last. I need to get the exact cells that need to be populated by which piece of data.
Some other important points to note are that there needs to be some way of logging changes that have been made by users of the site. If a user changes an uploaded value an entry will need to be stored on the database recording this. I will leave it up to the code to decide how this is done from a technical point of view.

I will be supporting this code myself going forward, that is why it must be written in VB.NET and JavaScript as these are the two languages I am proficent in. This is also why the code should be commented to a very high level. I have received many bids on the project at my requested $500 mark. I am letting you know this should you wish to lower your bid to help yourself stand out from the crowd. However it should be noted that I will consider all bids at or below the 500$ mark taking into account all factors (including price).
