Digital Puzzle

This project would just be a digital form of a puzzle where you put pieces of objects together in order to make something meaningful. eg: (Make a map of a country from the pieces of states given). You can do this project either in VB, C++ or flash. I would like the layout of the puzzle program to have 2 sides. Left side would have a small description and the pieces which need to be put together. Right side would be the work area where you take the pieces from the left side and rotate them and keep it in right way to form a meaningful structure.I want to rotate the pieces using a mouse and don't want to enter coordinates like you do in photoshop or use the arrow key. I should be able to save my work on the work area side as some kind of file, so that I can work on it again if I cannot coomplete the puzzle in one sitting and also print it. A person using it will login with any name (there is no check for it). It just appears at the top of the work area, so when it is printed the name appears on the printout. This application should also be able to check if the puzzle put together is right or wrong and print it. I would like you to make one puzzle and make the program in such a way that I can add more puzzles to it myself and than compile it to an executable file that should run on windows 98, 2000, XP and Mac. I know VB and flash, so even if its just adding code to add more puzzles I can do it, but it should not involve any new code for adding a puzzle. I should be able to do it just by copying the old code pasting it and change the names and images. I have attached a layout file. You can have a look at it.
