Internet Bandwidth Controller

We need a Program to control the internet download/upload speed. It should similar/same to the DU super controler 1.9. Please visit their website <[login to view URL]> for more information. Basically, it should include the following modules/functions/features. 1)Network Monitor It will shows list of all applications communicating over network it's connections, download and upload transfer rates. 2)Bandwidth Controller Control over download and upload speed for your internet connection. Able to set download or upload transfer rate limits for applications, connections or groups of them. 3) Only admin can login to set the limit and option 4) Options a) Enable / Disable the limit b) Show / Hide It c) Show / Hide icon from system tray. d) Load / unload at window startup You will provide the code and fully support until the bugs solved. Please note only serious/responsible coder can bid on this project. Thank you. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
