Outlook Tapi Dialer

I am looking to have a program made with the following. Dial Directly From Outlook Contacts. Screen POP Contact from incoming CLI (Phone Number) if NO match then a small screen to pop up from taskbar saying no match with button asking if you would like a new contact to be made, on pressing button then new contact opens with phone number inserted in correct field. Also have the ability to turn the screen pop off and have customer name and phone number come up in small window. One of the things with these applications is that they take up to much real-estate on the desktop so that’s why I want it hidden. I would Also like the date and time automatically added to the contact on start and completion for some kind of call log unsure of how this could be done but maybe you can held guide me with this. It is to be made for a Key System. The system has a PC Telephony Adapter that goes on the back of the handset that gives tapi functionality. This adapter works with TAPI Dialer under windows 2000 and XP With dialer it can read the CLI (Phone Number on Incoming call) + Dial Out. THE NEC Driver is a bit slow maybe it could read and write Directly to the Com port ??? any Ideas would be good on this but not a specific need. I will also need some way of licensing that would be matched to the computer that it is loaded Ideas will be needed on this as well. A copy of the Drivers has been added in the attachment THX
