Complete My Reverse Auction Program

I currently have a reverse auction program that is about 80% done two programmers have left me high and dry so far. I need a skilled PHP programmer that can finish this project hopefully by the end of this month. Attached to this bid is a word document of requirements and features I would like this program to have. Also, there is a zip file of the program itself in its incomplete state. Please note that I have made some revisions on the requirements/features page that differs slightly from how the program was written. A full mock-up of this program was put together in HTML to illustrate how things should look and flow (the address of this mock up is listed in the word document.) I have invested a great deal of money into this project already and still do not have a completed program. My budget is now strained on this, so please be merciful on your bids. I will reward additional work however to the programmer or firm in the future. This project will hopefully yield a great deal of additional work for the winning bidder since I will be re-selling this and need to have a programmer customize it for each new client along with maintenance work! ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform PHP and MYSQL running on a Linux Server. I currently am renting a dedicated server so access and various parameter settings are not a problem
