Before I open this up for bids ... I need some HELP? Advice?
Because I'm not really sure what to ask for.

I have 6 main contest sections: writing, poetry, photography, music, cooking, sweeps ... and 2 sections that draw from the 6 main sections (fun contests, kid friendly contests)
I THINK this can all be done as ONE mySQL database??
I need the script that will run it.
So for example, when visitors go to the writing contest page they will get a list of contests sorted by deadline dates ... including all the writing contests from the current date up to 120 days in the future. ie. So if it is June 28 they get a list starting on June 28 and ending on Oct 28. If it is July 1st they get a list that starts July 1 and ends Oct 30.
I need a form on my site, so visitors can add contests ... however, I want to be able to give permission first before the contest is seen on the site. This is to prevent garbage throwers.
On my wish list is a search panel ... so that visitors can search for "novel" or "screenplay"
Each of the major sections is quite similar ... with maybe one or two lines that are different. For example, the sweepstakes contests don't have an entry fee.
Is there an existing script(s) I can use ... that I can get someone to install, or does this have to be done from scratch? I have been looking at dbMan SQL and Links SQL from gossamer-threads. I'd like something a bit cheaper, if possible.
Can anyone advise on how much I might be looking at?

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

(No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
