I am in the process of starting a dating type website and I wanted it to include video chat rooms where members can connect to the website with their webcams. I would like this program to be able to:
Let multiple members be able to use their webcam at the same time in a chat room.
Members can view multiple cams at the same time by clicking on that members name.
Members can check who is viewing their cam and block a specific person or the entire room from viewing their cam.
If cam isn't on the members profile picture is showing.
Voice enabled chat room if member wishes to turn Mic on.
Private message with option of video chat on or off in the private message and or while in the chat room.
Option to have Mic on/off and the choice for room and or private message.
List of names of members in the room with option to add members as a buddy and buddies at the top of member list.
Female icon next to name in member list if female, male icon if male, and something for couples.
Ability to view profiles when a member's name is clicked on.
Ignore member button for individual users.
Members can start their own video room with the choice of private to gain access with password or public with the ability to boot others.

I imagine this to look very modern. Not like the classic windows look.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
