PHP based Website - repost 2

We're setting up a newsletter subscription service and need a website (web and mobile) built. The site will only have ten or so pages and to start with sell 3 newsletters on a recurring payment basis but we want the user admin section (i.e. what a customer would see after they've logged in and the back end that supports this) to contain a fair amount of functionality. I also need a CMS to maintain the content on the home page. We have had someone working on it who we're not happy with so we're looking for alternatives that will help us make up the lost time. We want someone who is a good communicator. Also please give an idea of your availability between now and the 15th April. In terms of platform we're agnostic so suggest a good platform and tell us why you think it is superior to others. We shall provide details about reference website on query. We have domain and web hosting, so exclude it from your bid. Finally, if you're human and you read this far down please write ABC as the first three letters of your response.
