1) We suggested working with Magento to reduce the cost, its primarily opensource and a lot of ecommerce extentions are available. Its very reliable as a backbone.
2) With Magento we can work around the whole application including testing and deployment in 2300 hours. The complete extention coding/development in Magento happens in PHP (Open Source).
3) Our offer always includes admin training(offsite), source codes, test cases and software bug support for 6 months.
