Although I am new into freelancer, I am a developer with extensive experience in web scrapping(please check my resume) and what I can tell you from my experience is that there is no universal tool that can scrap any data from any website. Scrapping has be done by means of custom tools and each custom tool is made for a single webpage or more realistically for a single website or a set of websites depending on requirements. The probability that a scrapping tool designed and built for a set of websites will work for any other website is very low. Scrappers are basically html parsing programs and hence since each website has a different format, you need a different scrapper for each. So, your project requires a developer to make make a scrapper tool with 30 different scrapper modules all bundled into one and hence the budget you specify is too low considering the amount of work involved.
