Ads project - repost

I need a system where a user can pay 10$ via paypal to register to the ads service, then a new page is available, in this page the user can add fund to their account (as a registred user on my website, this change the value of totalFund in the table user in the database) via paypal, upload an image (their ads), and select a redirect link (these information create a new row in the databse called ad, this row contain the userid, adID, link to the image, redirect link and adStatus(active or not)). When someone click this user publicity, it substract money from their account, depending on how much the user is willing to give per click, give X% to me (primary receiver) and Y% (with the paypal adaptive payment API) to the one who had the publicity on their page (receiver 1), it does so until there is no money left in the account, then it desactivate the publicity until he put money back into his account. The script must be secure using SSL and other needed encryption. Must be mainly written in PHP, use mySQL database and be comprehensive because i will be working on it afterward. The is no design needed, only the basics.
