Simple login and mysql db for website

This is a simple project for an existing website that has been created. We track inventory in a access db and export the data to mysql online... we need to create a login (in which we assign current clients a login and password)... when they log in, the login ID automatically queries that users data in the db and pulls everything out... we then should have 3 options to filter the data... for example, old orders (this will be indicated on the data file)... the process should be made easy and secure for updates. Admin logs in, selects a file, and it automatically gets appended to the mysql db data. An experienced php programmer should be able to do this within 2-5 hours - tops. Half the system is already complete in very simple form.
