Java and PHP some mysql work

I have an android based chat room app that runs off of WAMP server and is made in java. I have a database I use and currently the way things work is I connect to my server and then I open Navicat Application and I connect to the database and from there I make the changes that I need to make.
The Only Places That I Need To Make Changes in The Database Are In 4 Tables
accounts - Account Information for each user - Username, Password, Color, Date Joined, Permissions, Last Login, Last Ban, Device ID, IP
ban_list - ID, Device, Reason, Expire,Expired
block_list - Blocker, Blocked (This is simply used to keep track of what user has blocked another user by ID number)
rooms - ID, Name, Password, type, order
Within these tables are functions that I want to connect to a UI for easier access and organization. So what I am wanting to do is connect the database to an admin panel like this one [login to view URL] and make the tasks available from the admin panel
. This way I can simply login and view easier as well as complete any task needed. This will also help in allowing for future growth and projects. I made a video of this as well [login to view URL]
For example I would want to create a room from the admin panel so what I need is to connect the database to the admin panel and then there are some other tweaks I will need.
