PSD to Wordpress Responsive Theme

I need this PSD converted to a complete and responsive Wordpress theme. I am very detailed in my documentation so that you will know exactly what I need. Every margin, padding and graphic must be pixel perfect. No sloppy code will be accepted. Make sure you are good at PHP, Wordpress, CSS & HTML. Here are specific parameters I need:
• Home Page + 1 Inner page
• Responsive for screen sizes and mobile devices (meaning the layout adjusts to the screen size)
• Google Web Font Integration (I specify font, size and line height)
• Mouse hover effect on menu and buttons
• Table-less
• Widgetized areas must be expandable & retractable
• If a Widgetized area does not contain a widget, widgetized are must disappear and main content should expand to a full column
• Form must be styles like PSD in CSS
• Backgrounds and buttons must be CSS
• In the future we may want to convert this theme to be compatible with WooCommerce, so if you are familiar with WooCommerce this would be nice to work with you now and then later
• Cross Browser compatibility
• W3C Validation is a must
