''Edit msg as new'' in Outlook

I am currently (STILL) using Netscape Messenger because it has a feature which Outlook lacks, and which I simply can not do without:? Edit Message as New.

I can select any email message (InBox, or Sent) and then select Edit Meesage as New from the menu.? It puts me in Composition mode with the same recipients, subject, attachment and body as the original. The text is not? "quoted", and the entire email is fully editable.? I make my changes and send the email.

I'd like to replicate that unctionality in the right-click context sensitive menu.
