Each network camera has its own activex com control for displaying the stream on web browser. So, you should use self-written activex control which will read any video stream from browser for any network camera. I already have the wrapper for this. It is written in C#.NET, but can be managed from VB.NET code. Let me know if you are interested with my wrapper.
