Wordpress Simple Minimal Custom Theme

I have a header and footer already made for my static pages and would like a wordpress theme built that uses them as a header and footer (keeping the links inside hard coded as they are currently- I will fill in the actual URLs later) with the posts in between and then a single sidebar on the right side of the page where I can plug in widgets.
I want the theme to use the same stylesheet as I currently use except the post titles should be a smaller font size than the current H1 font. The post info should include the same info (author, title, tags, etc.) as on the current blog. The width for the posts is 675 and the widgets 200. There should be a single 1px solid #ccc line separating posts from sidebar.
This theme should work correctly in all browsers and follow normal wordpress programming conventions. Modification to an existing theme must only be done to appropriately licensed themes available for modification.
