Hello. The quality parameters you have will be applied to the project. Would be great to discuss them in advance in order to agree on how will we include them. I am not proficient on PHP, but I am on Java. With that language, the base framework could be Spring, through which we could integrate with Freemarker in order to generate the views, JaxB to manipulate XML, and MyBatis or Hibernate to handle persistence.
