Build a file converter website on an e-commerce platform

I'm looking for an experienced web developer who can build and design me a file conversion website. I would like the website to use CRE loaded, Magento, Prestashop or some other type of e-commerce platform. With this being said I am also open to using WordPress, Drupal or Joomla!. Just so it has an admin area that the content and functionality of the website can be edited from and edited easily. You will be required to set up whatever software is necessary on the cPanel to make the file conversion happen. I want this website handed over to me turnkey. Below I will list some of the functionality of the website must have. I will also make a list of similar websites that I want mine to function like. 1) convert video files two different types 2) convert audio files to different types 3) convert PDF files to editable Word doc files 4) OCR documents into Rich text format 5) convert image files to different formats 6) e-book converter 7) hashtag Generator 8) document converter including converting documents into HTML I want this website capable of converting the above mentioned files into any and all available file types. I will give the awarded better more information on exactly what I am looking for. I want the site extremely user-friendly and all file types to be converted on one page easily. Here is some basic functionality that I am looking for. This is only an example and there will be more this is for only reference purposes. 1) people that visit the site will be able to convert small files for free and without registering. 2) larger files will require people to register and charge a fee for converting files. 3) if they file is larger than what is set then a pop-up window will automatically appear telling the person what the charge will be to convert that file. 4) The converted files will automatically be stored in a registered users account so they will be able to download that file again in the future. 5) registered users will be able to allow people they designate to download files from their dropbox. 6) registered users will be allowed to send files from their account to other people or email a link to that person's dropbox for download. 7) site will have an admin side for registered users and in admin side for the store owner which will be able to control all aspects of registered users accounts. 8) this site will have four different membership levels available that will allow registered users to convert a certain number of files per month. 9) registered users will be able to upload and store files in their own account for use at a later time. 10) Store will have to allow check out through PayPal 11) The site will also have to have all of the popular features of any online e-commerce shop like newsletter, able to change registered users passwords, send email to all users or individual users, be able to add, you and update categories.ect. 12) security will be a big factor with this website and control of email will be essential. Registered users will only be able to send a file to other people at a controlled rate. 13) features need to be controllable based on membership level. An example would be a basic user would not have as many features available to them as a platinum member. 14) registered users will be able to upgrade or downgrade their package automatically at any time. An example would be if they basic member needs more features or needs to convert more files a pop-up would appear that would automatically prompt the register user to upgrade their subscription to a higher level. 15) subscription packages would automatically renew each month. Each month that person's limits or available file conversions would automatically be reset. There will definitely be other features and more things that need to be added as we go.
