Document Management MySQL Driven Website Template

I need to create a template website framework which will be reusable across many projects. The way the website will function is as such -The website will be a clearing house for documents which are associated with various pieces of real-life equipment. A simplified high-level comparison would be a site like Amazon, where I could navigate by category to find different products. Then add in the functionality for a user to be able to upload additional documents for any given product to make them a part of the page. NOTE: That's a functionality comparison only, this is NOT an eCommerce application. -Equipment(in real life) will be tagged with a barcode, which is a unique object identifier -When that barcode is scanned by a computer, it will automatically forward the user to a website via a URL such as [login to view URL], where the ObjectID is taken from the barcode (None of the barcoding, scanning, or forwarding processes are a part of this project; I already have that workflow accomplished. I'm just getting you up to speed with how the site will be accessed typically) -When a URL such as [login to view URL] is accessed, the website will query a MySQL database to find all documentation which has been associated with that ObjectID. -The page will then show, in list view, all of the documents associated with that ID. -The user will have the ability on that page to add/delete/modify any of the documents -A system for uploading new documents, and associating them with that ObjectID will be required. -Documents will show up as a hyperlink, Images will also contain a thumbnail preview, Videos will contain an embedded YouTube link. -Users will also be able to add in Notes on any given piece of equipment -Aside from accessing a specific object by scanning a barcode, the user will also be able to access the main URL from any browser, and navigate to any object by drilling down through the categories and subcategories associated with the object. -The entire website must be secured via Username/Password. Some system for managing/adding users is necessary. Login should only be required once (per session, or remember me functionality). -All links sould be stored as relative (not absolute) paths. This information will likely need to be ported between a number of URL's, and it needs to be able to move from host to host without breaking the functionality. Any locations in the code which require absolute links need to be addressed with myself. Any issues with easily mass porting content from site to site need to be addressed with myself. -I will provide hosting and MySQL access Other things to consider -The website needs to be fully functional for viewing via an iPhone or iPad. Uploading new documents does not need to be functional via the iPhone. -For ease of use, I will initially be accessing and populating the MySQL database via ODBC in Microsoft Access. I'm not sure if that changes anything. -I don't have this field included in attachments, but I also want to be able to track who added in any documents and comments, by way of the username they are currently logged in as. -My sample documents are very generic. I want the website to look professional and to be formatted nicely. Aside from some ability to customize the header for different projects, I will leave most of the formatting decisions up to you. -This project brings with it the opportunity for additional work via further development and customization in the future I will fully own outright all rights to any code/images/etc used in this project.
