Dynamic/interactive website for think tank

I am looking for bids on a website project for the think tank that I work for. The current plan is to contract out to a massively expensive web and consulting firm, but my intuition is that there are individuals here who can do excellent work with better communication, more technical ability, and without the consulting firm premium. The website is an interactive version of a book that will be released at the same time. The book consists of a political narrative (3 sections: Past, Present and Future) and a couple hundred graphs, which are already designed. • We need an attractive, clean, authoritative and very modern site design. • We need a great front page (the focal point of which may be an interactive info graphic, which I would outsource to someone with specific expertise in Flash interactive info graphics (unless you have the expertise and desire to do that)); • We need dynamic and attractive main pages for each of the 3 sections (Past, Present and Future). These pages must lead the user along the narrative, and provides intuitive navigation to charts and blurbs on about five different areas. • Each graph (the graphs are already done) has to have a page with description, a few custom fields and some tags, and relevant links back into the narrative. The main thing I am looking for is someone (or a small team) who has really great coding and design skills. The site must be built on a good CMS—Wordpress, Drupal, Texpattern, ModX, etc (no Joomla, please). I absolutely need to see sites you have made before, and I ask you to be as realistic as you can about your skill level with customizing CMSs. I say this as a fellow designer/developer who has gotten into difficult situations before after overestimating the extent of my coding ability. I'm setting the budget as "large project" but am open to proposals that are above that range (if you have an amazing portfolio, strong work experience etc) or below (if you are ambitious, have a smaller portfolio, etc).
