Need Joomla / Drupal developer

Thank you for looking at my posting! We are looking for a developer to build Drupal / Joomla based website. This website is aimed at a local political party cadre / supporters. We will provide HTML/CSS for the template, but you need to convert it to Drupal / Joomla theme and apply it on the website. Below are the requirements: 1. The website will have discussion forums and blogs. 2. It should support registration of users and they should be able to create new pages/blog post. 3. Users should be able to post comments on blog posts/pages using Facebook/built-in user profiles. 4. Home page should have news scroller, image scroller/slider. 5. Support for polls, donations (using PayPal), events, image library, video library (YouTube links) 6. Website should support IE9+, latest versions of Chrome, Firefox, Safari. 7. If possible, responsive layout/mobile website. 8. SEO support 9. Embedding Google ads. 10. Server setup & configuration. 11.
