Single page website for on-line petition

We need a a simple elegant one page website with the purpose of permitting visitors to sign an on-line petition. the page will be about STOPPING the DRIFTWOOD BAR PROJECT with a theme/message of keepig our beach for residential use, to preserver our beach. underneath the words/title of SAVE OUR BEACH /, BLOCK DRIFTOOD project etc you will pace a a rotation/small flash JPG of the images of the beach/property etc that I will provide there will be a link to send this page to a friend there will be text that I will provide to explain why we want to stop the project there will be links to 5 or 6 documents PDFs of the drawings, plans etc there will be a place for a visitors to add their name and sign an electronic petition. the wite will display the number of signes. I will be able to print out the list of the names there will be line/ indicateing: where to get more information: next meeting date: xxxx there will be links to 7 commisioners: email links and postal addresses under the category: of WHAT can I do to stop this ? layout like this is nice [login to view URL] 50% of amount will be escrowed while project is developed and 100% will be depoisted upon demonstratin of functional site. payment will NOT be release until page /site if 100% functional on my server.
