phpBB and/or pMachine (or Drupal) Install and Modification For News Site

This concept is somewhat unique (at least I hope) in that it to some extent combines the functions of a Blogging or Content Management System (such as Drupal or MovableType) and a traditional Bulletin Board system (such as phpBB or UBB). It will probably require a hack of either phpBB, Drupal, or both. Or it may require a combo system such as pMachine (which I believe includes a BB system off-the-shelf). The concept requires that the entry point of the site not be a topic list (as in a BBS), but a set of actual posts. Users must be able to rate both individual posts and the poster. This rating should appear beneath the post title or "lead-in" (a fragment of the first sentence)and a short excerpt from the post. Along with these ratings should be a link to rate the post, a link to rate the poster, a comment link, and a link to email the poster, and some metadata about the post, like when it was posted, how many views it's had and and so-on. Even more critical is that the application must order the post by rating, not sequentially by time. This means that the average rating "drives" the most popular posts to the top of the list. The default or homepage should be between three and four columns, allowing for other content to fill the side columns. I would like to have some CMS or multi-blog type control over those side columns to include other content such as site statistics or links. I believe that [login to view URL] has a similar, but not identical, design. The software is secondary, but some combination of the features of phpBB, Drupal, MovableType, or pMachine would probable cover it. Any software licensing fees I will cover in total (unless you have an affiliate relationship with some vendor you want to use).
