We need a software that would create an avatar based on the photo of a person.
The closest technology with a similar concept is Bitmoji (from the creators of Bitstrips).
But, we are talking about automated avatar creation where the user can edit some details later. The user needs to create an avatar from scratch by choosing from different variants like skin complexion, hair color etc.
