Build bilingual responsive Wordpress site from existing design

It's a bilingual (English and French) responsive Wordpress site. I have the mockups already. There's in total 6 types of pages: Homepage: The elements are as followed in the same order: - header on the top, that has a logo, menu and the other language link (EN or FR). - big call-to-action with a static image that takes the full width - section of text and a photo - 3 of the services with a link to the services page on each - section with 2 static images - list of clients logos ( should be able to modify the list through admin ) - footer Portfolio: The elements are as followed in the same order: - header on the top, that has a logo, menu and the other language link (EN or FR). - title of the page with a background image - filters in tabular style: TOUT (all), CONCEPTION, GESTION, CONDUITE DU CHANGEMENT - list of portfolio items with link on each - footer Portfolio item details: The elements are as followed in the same order: - header on the top, that has a logo, menu and the other language link (EN or FR). - title of the page with a background image - content of the page - the next 3 portfolio items with a link of each of them - footer Services: The elements are as followed in the same order: - header on the top, that has a logo, menu and the other language link (EN or FR). - title of the page with a background image - list of services - footer About Us: The elements are as followed in the same order: - header on the top, that has a logo, menu and the other language link (EN or FR). - title of the page with a background image - 3 sections of content - list of staff members : an overlay will be shown if user clicks on one of the staff member. The client needs to be able to add a new staff member easily from the admin. Each staff member has the following information: full name, title, description, 3 fun facts, and a photo. The photo will be a sprite image composed of 2 states: first state is the normal photo of the user, when the user moves their mouse over the image, it will swap to the mouse over state. In the example below, notice how the first photo with the house over, has a moustache... - footer Contact Us The elements are as followed in the same order: - header on the top, that has a logo, menu and the other language link (EN or FR). - title of the page with a background image - section of content - contact form (name, email, phone, message, send) - footer The "responsiveness" of the website can be done with breakpoints, but I need to have at least a desktop version as shown in the design, a tablet and a mobile version. I can provide with the missing mockups. The deadline to this is end of August.
