As for the question on your specs: I have been easily runnig medium size laravel applications on a micro instance (under the free tier program) , so we basically need to estimate usage to make the right decision, but one of the AWS environment marvels is the ability to grow as needed, so I recommend starting with the smallest. Related to using homestead it really doesn't matter as I have securely installed around a dozen of laravel apps on a vanilla ubuntu AMI. I will go with clean & pure bootstraps presentation layer, spiced with JQuery for user iteration and some control enhancement. for emailing if we do not need any of the Amazon platform for emailing, emailing from the main EC2 image will be enough...
