Casting Number Database Project

I have an existing database/site of automotive casting numbers. I am looking for someone who can build a new framework using cakephp with user authentication roles, member only options and a search script for the front page that lets users search the entire database using a multi-drop down search box. I would also like an administration area that is only accessible through the administrator account, or a user I authorize.
You can view the current website here, [login to view URL] I am currently using xCRUD and Mega-Menu for site navigation and some tossed together php and html. I am really looking for just the framework and initial scripting. I will do the styling, and graphics myself.
