Chrome Extension for authentication protected page

This chrome extension will be used to grab data from a specific page(s) once a user logs in. There is already an extension that does this but it is made for a specific site. This one being made will be customizable to fit a custom made system. It will be essential scraping data from the page once every 15 minutes, every hour or manually. The data will then need to be parsed into a mysql database for manipulation from there. This extension must not store or access user login details. I would also like to have an admin panel made to update the extension remotely without having to force users to update their end. The panel will only be used to blacklist, set what to pull, how often, etc. Users will also have an option to set how often it can pull and opt to delete any temp data created. I can go into further detail once I can speak to the freelancer. PLEASE and I mean PLEASE, be fluent in English and be able to understand it.
