Convert an Illustrator Mockup to WordPress Theme

I am looking to have a WordPress template built from an Illustrator design mockup. The site should be built with best practices in mind. The site needs to be fast and user friendly with responsive design. The layout of the site is fairly simple. The homepage is a little longer, but the inner pages have pretty standard layouts. I can provide you with a jpg of the design in the messages. I prefer development starting with the default WordPress theme like Twenty Fourteen or Twenty Fifteen to optimize performance and minimize bloatware. Or you can use a basic theme foundation like Bones Framework. I typically use Foundation Grid for breakpoints, but you can use what you are most comfortable with. Here are the things that I see that need to be customized. Site Customization Testimonial section on the homepage. This will be a slider that will rotate in different testimonials. Home page image area with CSS parallax effect. Simply an image section with text over it. Hover effects for practice area buttons. Features Here are the other features that need to be included on the site. Longer homepage with 6 sections. Email Sign Up integrates with MailChimp Page must not break on responsive design. W3 Total Cache cache plugin BWP Minify Images should be resized to be smallest dimension allowed by design. Contact form WordPress SEO by Yoast Add SEO tags Lead generation email subscription form that integrates with email system Responsive design (device friendly) Mobile first design.
