Convert a Template to a Responsive WP theme

We need our PSD design to be converted into a fully responsive WP theme with a custom pull down menu/nav. I would prefer if you modify a template such as Divi [login to view URL] , and also using a responsive Menu/Nav bar plugin that will be easy for us to edit links/sub menus.. but please think about the easiest way to do it and make a bid. only the front page is necessary for now, we just need the 1st step to make that a responsive theme using a Page as home page and not Posts. we need it to be very easy to edit, so using the Divi Page builder may be the easiest way for our staff to make edits. better if you know about elegant themes / elegantthemes.com. pls see attached Jpg: we would like the 4 main images to have a mouse over/hover effect, maybe when mouse over the image could get lighter, then can be clicked to its sub page. also the 4 small images below need some mouse over effect. see this site where we got the ideas from: [login to view URL] scroll down where it says: The best locations in the coolest cities. and see the mouse overs effects.. I have psds for the Divi theme which you can use to modify. after this we will offer you part 2 of the project to set up all sub pages. thanks!
