Convert a dynamic web page to PDF on the fly

The basic premise of this job is that we have a web page of dynamic content called a proposal (i.e. someone puts together information to send to a client in order to win a job). There are a couple of functions in the system (i.e. someone can sign the proposal or print the proposal) where we want the proposal to be turned into a PDF. This does not need to be stored on the server, just viewable and with the usual PDF functions of being able to save/print it.
