Converter um template para um website

Hi, We need the customization of a template for a website about Travel News. The changes are not complex: basically we will need to work on the homepage. Some categories will need one or two extra headlines and thumbnails. We need to create a footer for the website. And make some changes in the post template. A lot as been done with CSS, but we now need some help. The header has some problems when the site is loading, for example. The website is already responsive and working on wordpress, but we need to work a few details on the mobile version, like a button allowing the display of the "classic version" on mobiles as well. We also neeed to work on the code to make the website a bit lighter (there will be many pictures and texts).
