Convet ASP.Net REST API to PHP in Zend

I have an API which was developed in .Net and would like to convert it in PHP with Zend framework. It has total 7 API methods needs to be work. Developer should have intermediate level knowledge of FFMPEG, and should have knowledge to understand .net code so get the business logic from existing code and write in zend framework. Note: Before applying please make you should have knowledge of .Net programming (c#) so gather the logic from existing code and convert in PHP.
