Create a WordPress Template

A plugin called IQ-Block-Country prevents certain categories of IPs from accessing the site. Currently, I can only use it in the backend and whatever restrictions are placed apply to the whole site. I want to build a membership site where contractors can post their services but would like for them to have the ability to block their pages from certain IPs. The first task I would like is for there to be some kind of form function, like that which was written into the plugin for the admin that would allow for individual providers to select their area to block and for those restrictions to only apply to their pages. I just need to modify the plugin for this function, it otherwise works well enough. I would like for this project to be completed by August 1. I am offering $175.00 for this task.
